Milk teeth are no little permanent teeth. There are many anatomical differences between milk teeth and permanent teeth which are important for the treatment.

The enamel layer of milk teeth is at any region not thicker than 1mm, that is the reason why milk teeth are developing much more caveties than permanent teeth. The pulp chambers of milk teeth in relation are much bigger, coming closer to the outer surfaces than in permanent teeth. Concluding you can say that this anatomical structure leaves a perfect environment for bacteria and plaque.
